Ginny I asked the same thing several days ago, when these banned members continue to show up as 'logged in'. I don't know if they can download the freebies and vote since they show up as 'banned' but I assume they can read and grab freebies posted in that section, but just can't post on the forums.
I just submitted a support ticket asking about this, so will see if and when I get a reply.
