I am kinda busy but I wanted to take a quick look and see what you meant. I apologize for not spending more time 'analyzing' your problem but I think it will be pretty easy to fix.
The tires are being filled with a contoured satin type stitch.... big blotches of long stitches that do not 'fit' the tires' shape very well. It's just a poor decision by the auto digitizer.
I would change the stitch type to a complex fill (like a 'weave' look) like the rest of the car is filled with. If you really want a satin stitch someone with the same digitizer will probably have to advise you on what steps to use to 're-align', for lack of a better term, the stitches to fit the contour of the tire.
I like using complex fills with kids' designs anyway... they are less likely to snag on things or in the wash than long pretty satin stitches are...
Try that...select the area of the tires, select a complex fill, adjust what angle looks best for that fill and try it. Save the new design with a different file name so you don't mess up your original! Let me know if this helps...
