Smile Need Advice and a lot of HELP

I need some advice. I'm making a quilt with 5 very larg blocks with cut work on each block. I have the 4 corners done and was able to get them even. Now I'm doing the designs in between the corners and a little lower towards the middle.

The design when loaded into my machine is not straight, so I have to adjust it (no problem) However it will not adjust all the way straight. I know nothing about digitizing but I think because it was digitized for a 4 x 4 hoop and the design is a little bigger than that. I have it in a 5 x 7 thinking it would fit that but it still won't adjust on the machine all the way. The design does fit the 5 x 7 straight but it is still siting a little crooked when I put the hoop straight.

I've tried to put the hoop crooked but I can't seem to get the design straight on the material with the hoop crooked on the material. Any suggestions as to how I can get the design to sit straight on the material but the hoop crooked?

There are no measure points to set it up. I have made samples of each design, and cut them out close to the stitching, so I can lay it on the material to put points on the material to get the designs straight. Now how do I get the hoop the exact same crooked angle of the design? I can get close but it still looks off when the design is stitched. HELP!!!!!!!!! Please

Is it possible to stitch the design first then cut out the block to get it straight on the material that way? If so, that is what I would do even if it wasted material. I like the KISS method whenever I can make it work.

If you haven't done so already print out the design and use the printout as a template to get the design on straight.
