When you get really small you usually must lose detail. If not and you try to digitize an intricate design the stitches get so overwhelming in the small space the material can pucker! Thread tension gets kinda tricky to set with small designs sometimes too. Some embroidery machines are not as accurate as others either and when you get really small they can sometimes mess up.
Look at Emblibrary for some inspiration. They have lots of detailed miniature designs that are pretty cool. Most of them, are between 3/4 and 1 inch tall. I have done lettering that was well under half an inch with great success too. Redwork/Blackwork and Toille designs can be pretty small too because they are 'open work' designs and not filled with stitches. Try experimenting with simple designs... You will be surprised at what you CAN do!
