Ooops - it looks like I've been archaic again
Simply put, it means defeated at the last minute (we were only one vote short)
The phrase comes from horse racing, meaning defeated at the winning post.
(The word pip was used back in the 19th Century to mean the black balls that meant that you were denied membership of a club where members held a secret ballot voting with either black or white balls for whether to admit you or not.)
'Pip' was taken from the seeds of an apple, (being black), and the seeds were called pips because the whole fruit of the apple had previously been called a pip (as in Cox's Orange Pippins!)
